Technical Program Manager

Location: National Capital Region (Hybrid)
Salary Range: $175,000 – $185,000

Objective:

Dhara is currently seeking a Technical Program Manager (TPM) to join our team of qualified, diverse professionals. This position will be located in the National Capital Region with flexibility for remote work 3–4 days per week. A Top-Secret clearance is required.

The qualified applicant will support our Department of State (DOS) client within the Bureau of Consular Affairs, playing a vital role in managing high‑visibility, global‑impact programs. This role oversees initiatives related to High Availability Disaster Recovery (HADR), AAG Cluster implementation, cross‑agency Data share communication systems, and complex network and database operations. The TPM will help drive modernization, integration, operations, maintenance, and sustainment of critical enterprise‑level capabilities across DoS environments.

The TPM works at the intersection of engineering, program leadership, and mission stakeholders to ensure programs are aligned with strategic goals, executed efficiently, and delivered with measurable impact.


Duties and Responsibilities:

Special Projects
  • Lead Windows 2K8/2K12 OS upgrade & decommissioning projects
  • Support IBML IT5 & IT6 OS upgrade efforts
  • Oversee CCD & CSM/C1 Oracle Database operations
  • Manage Oracle patch cycles & Exadata hardware upgrades
  • Support Passport SQL Server Database Operations
Disaster Recovery & High Availability
  • Lead efforts in DR, failover, monitoring, deployment, and data architecture
  • Oversee data encryption, security, and high‑availability engineering
  • Support distributed systems requiring global uptime and resilience
Enterprise Architecture & Implementation
  • Serve as Project Manager/Infrastructure Architect for Oracle OFM SOA ESB
  • Manage 30+ site SQL Server 2008 U.S. Passport replicated database environments
Data Engineering & Datashare Programs
  • Lead DOS/CA Datashare migration and consolidation
  • Support development of IRIS/ABIS Biometric Datashare system
  • Manage backend development of ESB & IAFOD using NIEM and Web Service Standards
Database & Platform Operations
  • Install, configure, develop, and support Oracle, SQL Server, OAS, and OFM SOA
  • Oversee Data Warehouse, Data Mart, and BI environment development
  • Design CCD website using Oracle Mod PL/SQL and .NET IIS Web Services
  • Implement F5 LTM/GTM traffic management and application firewall infrastructure
Enterprise Database & Security
  • Support 225 TB VLDB Oracle systems across 230+ distributed sites
  • Provide expertise in replication, performance tuning, and global DB operations
  • Lead database and network security design, remediation, and DR planning
Program Leadership & Stakeholder Engagement
  • Drive end‑to‑end planning, scope definition, timelines, and execution
  • Translate mission needs into technical architectures and execution plans
  • Communicate with technical and non‑technical stakeholders, including executives
  • Resolve cross-team roadblocks, maintain alignment, and ensure timely delivery
  • Develop project documentation, decision logs, and technical specifications
  • Facilitate technical design meetings, dependency analysis, and prioritization
  • Manage risks, quality, and change control
  • Ensure outcomes align with OKRs, KPIs, and mission goals

Requirements and Qualifications:

  • Top Secret Security Clearance
  • Bachelor’s degree in computer science, Engineering, or related field (or equivalent experience)
  • 5+ years technical program management or related experience
  • Strong understanding of SDLC, systems engineering, and enterprise architecture
  • Experience managing complex, cross-functional technical programs
  • Excellent communication, organization, and stakeholder management skills
  • Ability to balance big‑picture strategy with detailed execution
  • Familiarity with Agile methodologies, DevOps, and tools like JIRA, MS Project, Teams, PowerPoint

  • 10–15 years Program/Portfolio Leadership
  • 5 years Software Systems Engineering
  • 5 years Oracle DBA experience
  • 5 years SQL Server DBA experience
  • 20 years Network Engineering experience
  • Experience with Oracle, SQL Server, Azure, AWS, OCI
  • Exposure to security, infrastructure, distributed systems, ML/AI
  • Experience in fast-paced or high-growth tech environments
  • PMP, Agile, or Scrum certifications
